DUSHANBE, 06.11.2024 /NIAT “Khovar”/. On November 6, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, took part and delivered a speech at the solemn gathering in honor of the 30th anniversary of the adoption of the Constitution of the Republic of Tajikistan.
Honorable Head of State Emomali Rahmon sincerely congratulated the participants of the event, citizens of the country and compatriots abroad on the occasion of this truly fateful and historic date.
During his speech, the President of the country, Emomali Rahmon, expressed his opinion on the important role of the Constitution in establishing a new statehood of Tajiks and achieving national unity.
It was emphasized that the Constitution of the sovereign Tajikistan, as a document expressing the independence and freedom of our people, plays a decisive role in the establishment of the new statehood of Tajiks and its durability.
It was said that this historic and fateful document created a solid and reliable legal basis for laying the foundations of the new statehood of Tajiks, achieving peace and stability, national unity, securing great political, economic, social and cultural achievements, the development of civil society and the free formation of individual.
«30 years of functioning of the Constitution of the Republic of Tajikistan proved that the basic law of our state has passed a very serious test of life and the correctness of the goals, objectives and values based on them have been proven», — the Head of State said.
According to the President of the country, during the 30 years of the implementation of the Constitution, our country has overcome many hardships, and the Tajik people have passed a very difficult path to reach these happy days and achievements.
It was emphasized that it was state independence as the most valuable and sacred life gift of the Tajik people that laid the foundation for the adoption of the 1994 Constitution.
The Head of State recalled the difficult situation of the first years of independence and stated that at that fateful stage, in order to stabilize the situation, ensure the stability of the society and achieve national consensus and unity, it was necessary to restore the constitutional structure, law and order, provide security and put an end to the civil war.
As mentioned, the implementation of this difficult and complex task began only after the historic XVI session of the Supreme Council.
The President of the country emphasized that the issue of drafting the Constitution was discussed at the XVII Session of the Supreme Council and the Constitutional Commission was established under the leadership of the Head of State.
It was mentioned that during the drafting of the Constitution, international legal documents were also analyzed and studied, and their norms were included in our basic law.
Thus, on November 6, 1994, 94.4 percent of citizens participated in the national referendum, and 87.6 percent of them voted in favor of adopting the Constitution.
Honorable Leader of the Nation, Emomali Rahmon, emphasized that the Constitution of independent Tajikistan is one of the first basic laws among the countries of the Commonwealth of Independent States, which had been adopted by a national referendum.
It was said that the Constitution of Tajikistan reflected the traditions of the Tajik state and statehood, and also realized the efforts of the conscious sons of the Tajik nation on the way to independence, freedom and national statehood.
According to the Head of State, the special features and unique values of the Constitution made it recognized by international experts as one of the five best constitutions of the member states of the Organization for Security and Cooperation in Europe.
The President pointed out that the adoption of the Constitution not only established and stabilized the structure of the state, but also paved the way for the beginning of political, economic and legal reforms.
The Honorable Leader of the Nation, Emomali Rahmon, stated that the realization of rights and freedoms, as well as the duties of a person and a citizen, depends on the level of legal education of the people.
Therefore, the Head of State mentioned that «we declared 2024 as the Year of Legal Education on the occasion of the 30th anniversary of the adoption of the Constitution of the Republic of Tajikistan, because the essence of legal education is compliance with the norms of the Constitution as the basic law.»
The Head of State assessed the goal of this initiative to increase the level of legal education of citizens, promote democratic values and strengthen human rights and freedoms.
The Leader of the Nation, Honorable Emomali Rahmon, considered it necessary to carry out explanatory and educational work, scientific and popular interpretation of the norms of the Constitution and laws with the participation of scientists, law enforcement officers, other specialists, and in this context, to organize and hold special programs through mass media.
The President of the country called the Constitution the supreme document and the source of laws and other normative legal documents, and stated that with its adoption, the basis of the new legislative system of the country was laid, and based on this supreme legal document, the new legislation of the state of Tajikistan was formed.
Concluding his speech, the Head of State, Honorable Emomali Rahmon, emphasized that as 30 years have passed since the adoption of this crucial act, we can say with pride and honor that the path chosen by the people of Tajikistan, that is, the establishment of a democratic, law-based, secular and social state, meets the goals and aspirations of our honorable people.
It was expressed hope that the Constitution would serve for the further development of independent Tajikistan for centuries as a guiding and historic document.
